Abe promises $810 mil. in aid for Syria refugee crisis at U.N.

NEW YORK (Kyodo) -- Prime Minister Shinzo Abe promised Tuesday to extend about $810 million in assistance this year for Syrian and Iraqi refugees and internally displaced persons, tripling the level pledged in 2014 in a show of Japan's contribution to global efforts to address the Syrian refugee crisis.


In his address to the 70th session of the U.N. General Assembly, Abe separately unveiled $750 million in aid for peace-building in the Middle East and Africa, and another $2.5 million in humanitarian assistance for countries such as Serbia and Macedonia that are grappling with an influx of refugees and migrants.


Abe expressed Japan's keen desire and readiness to become a permanent member of the U.N. Security Council, saying his country would "carry out its responsibilities in making still greater contributions toward world peace and prosperity."


Promoting his policy of proactive contributions to peace based on the principle of international cooperation in pressing areas such as the refugee crisis and the fight against terrorism, Abe appears poised to rally increased support for Japan's bid for permanent membership at the Security Council, the top decision-making body of the United Nations.


"Extremism has been rampant. And now before our eyes a great number of refugees are trying to flee from horrors, even at the risk of their very lives," he said. "Let us together take on whatever challenges may arise, under the United Nations. And let each member state bring to this struggle its own particular capabilities."


Abe did not say whether Japan would receive some of the refugees from Syria and other conflict-hit areas. When asked about this at a news conference later Tuesday, he said, "If I talk about this as a population issue, there are things we have to do before receiving immigrants. That is promoting the roles of women and the elderly (in society), and raising birthrates."


"At the same time, Japan would like to fulfill its responsibilities over this refugee issue," he said. "Japan would like to contribute to changing the environment that creates refugees."


The prime minister said in his address that the new Japanese aid to the Middle East and Africa includes funds for improving the water supply and sewage systems in Iraq, a vital element in bringing stability to the Iraqi people's daily lives.


Japan also values the provision of education and health care and aims to empower women of all ages as part of efforts to promote "human security," he said.


"Japan has a history of supporting nation-building in a variety of places. We have experience working to foster human resources, offering our utmost in humanitarian assistance and upholding women's rights," he said. "Now more than ever, Japan wishes to offer that wealth of experience, unstintingly."


Citing the passage of national security laws through the parliament earlier this month, Abe also said Japan's Self-Defense Forces are now able to make a broader contribution to U.N. peacekeeping operations.


"Holding aloft the flag of 'proactive contributor to peace based on the principle of international cooperation,' Japan is determined to undertake Security Council reform in order to transform the United Nations into a body appropriate for the 21st century," he said, "and then, as a permanent member of the Security Council, carry out its responsibilities in making still greater contributions toward world peace and prosperity."


Abe also requested that the international community back Japan's bid to serve as a nonpermanent member from next year in what will be its 11th time serving on the 15-member council.


As part of efforts to solicit more support for Security Council reform, the Japanese leader vowed to step up diplomacy and strengthen ties with African countries and Pacific island states.


He cited next year's Tokyo-led African development summit to be held on the continent for the first time and increased cooperation with Pacific island states in anti-tsunami and other disaster risk reduction measures.


With this year marking the 70th anniversary of the atomic bombings of Hiroshima and Nagasaki, Abe urged the United States, Russia and other nuclear-weapon states to promote the reduction of nuclear arsenals and curb proliferation toward the goal of realizing a world free of nuclear weapons.


Determined to bring about the total elimination of nuclear weapons, Japan is preparing a new draft resolution to promote united action by the international community, he said.


"I have no doubt that this resolution will receive the support of a large number of countries," he added.


As for North Korea, Abe pledged to continue pressing Pyongyang toward "comprehensive resolution" of its abduction of Japanese nationals and the development of missiles and nuclear weapons in cooperation with the United States, South Korea and other relevant countries.


In what appears to be an indirect reference to so-called "comfort women," many of whom were recruited from the Korean Peninsula to work in wartime brothels for the Japanese military, Abe repeated his resolve to "make the 21st century an era in which women's human rights are not infringed upon."
